I’m Samuel Shutlar, Founder and Managing Director of Province Group, a Chartered construction company specialising in exceptional private residences, substantial refurbishments and bespoke new-build homes.
My career spans more than two decades in construction, alongside extensive experience in property development, entrepreneurship and business ownership. I started on site as an apprentice bricklayer and progressed through construction management into building, operating and leading businesses.
Today, my principal focus is Province Group: working with private clients, architects, designers and professional teams to deliver complex, high-value residential projects with close owner involvement from pre-construction through to completion.
Alongside Province and my property interests, I provide practical business advisory and consultancy to owners, particularly within construction. My experience covers growth, commercial performance, cashflow, margin, operational control, restructuring, recovery and the difficult decisions that come with owning a business.
That breadth of experience has made me commercially disciplined, considered about risk and focused on the fundamentals that make both projects and businesses perform: good planning, clear accountability, strong financial control and making difficult decisions early rather than late.

The projects we undertake are substantial, detailed and highly personal to the people commissioning them. They demand more than good workmanship. They require experienced leadership, disciplined commercial and programme management, clear communication and a team capable of turning an ambitious design into an exceptional finished home.
As Founder and Managing Director, I remain closely involved. I work alongside our clients and their architects, designers and consultants, maintain oversight of the commercial and operational position, and make sure responsibility at senior level is clear.
For me, owner-led should mean exactly that: visible, accountable and involved.
Property & Development
Building value as well as buildings.
Property has become a natural extension of my construction and business career.
My development interests focus on opportunities where construction knowledge, commercial judgement and a long-term view can create value: from refurbishment and repositioning through to residential development. The same principles apply whether I am acting for a Province client or considering a property opportunity personally: understand the asset, understand the numbers, identify the risk, establish a realistic delivery plan and never lose sight of the finished product.
Having construction capability and commercial experience under the same roof creates a perspective that is useful well before work begins.
Business Advisory & Consultancy
Practical commercial experience from someone still running businesses.
I work privately with business owners who want an experienced outside perspective on how their company is performing, where it is heading and what needs to change.
That may be a healthy construction business preparing for its next stage of growth. It may be a company with strong turnover but weak margin or cashflow. It may need better operational and commercial controls, a clearer management structure, help assessing contracts or support through restructuring and recovery. My role is not motivational coaching and it is not regulated financial, legal or insolvency advice. It is practical business consultancy informed by more than two decades of actually building and operating businesses, managing people, delivering contracts, dealing with working capital, making difficult decisions and rebuilding when circumstances demanded it.
Where specialist advice is required, I work alongside the appropriate accountants, lawyers, insolvency practitioners and other professionals.
Experience from site to boardroom
Starting as an apprentice bricklayer gave me a practical understanding of how buildings are actually put together. Business ownership taught me a different set of lessons: how to price risk, manage cash, protect margin, build teams, choose the right work, structure growth and make decisions when the answer is not obvious. I later strengthened that practical experience through professional development and became a Chartered Member of the Chartered Institute of Building (MCIOB). Province Group is also a Chartered Building Company. That combination of practical construction knowledge, professional standards and commercial experience is central to how I operate today.
